Govt in a fix on PHC judgment over funds allocation for uplift schemes

PESHAWAR: The Khyber Pakhtunkhwa government is yet to decide whether to move the Supreme Court against the Peshawar High Court (PHC) verdict or formulate rules for the allocation of development schemes for equal distribution within seven days.Sources told The News the Khyber Pakhtunkhwa government was undecided over the issue even on the fifth day of the decision. When contacted, Advocate General, Khyber Pakhtunkhwa, Shumail Ahmad Butt confirmed that the court had given seven days to the government to make the rules. He said only three days were left to decide whether to challenge the decision or formulate the rules. However, he said, the formulation of the rules would take time. The PHC had on September 25 announced the detailed judgment. It had directed the Khyber Pakhtunkhwa government to formulate rules for the allocation of development schemes within seven days. The court had restricted the release of all development funds until and unless rules were formulated."In future, especially for the financial year 2019-20, quarter concerned shall formulate the rules/regulations within seven days from the receipt of this judgment for allocations of schemes, umbrella schemes, etc to protect the rights of all individuals and preferably representatives (MPAs) equally. Meanwhile, all developmental funds (including foreign developmental funds) in this respect shall not be distributed or released," a division bench headed by PHC Chief Justice Waqar Ahmad Seth had ruled in its detailed judgment. The judgment was passed on a petition jointly filed by 34 opposition lawmakers of Khyber Pakhtunkhwa Assembly. The legislators included the leader of the opposition Akram Khan Durrani, Jamaat-i-Islami MPA Inayatullah Khan, PML-N lawmaker Jamshed Mohmand, ANP's MPAs Sardar Hussain Babak and Khushdil Khan and others. The lawmakers had taken the plea that the distribution of development funds by the chief minister in the 2018-19 budget, especially the umbrella schemes reflected as "block allocation" in the budgetary documents, was unjust. The court declared in the judgment that the allocation of funds of the Annual Development Programme (ADP), umbrella schemes, etc. was made based on discrimination. The government was warned to be careful about it in future. In the judgment, the high court had stated that the KP government's 'implementation of hundred-day plan' worth Rs1,099 million was devoid of vital details. The bench had observed that the funds allocated for another scheme, the establishment of 10 government colleges for boys and girls in KP, were spent in the hometown of the chief minister and other members of the ruling Pakistan Tehreek-e-Insaf (PTI).

Real, figurehead selectors of NAB chairman in prison

ISLAMABAD: Four leading politicians including two former prime ministers and one ex-president of Pakistan, who had played the foremost role in appointing retired Justice Javed Iqbal as Chairman of the National Accountability Bureau (NAB), are behind bars for having been arraigned by the same anti-graft agency on corruption charges. On the surface, two consultees – the then Prime Minister Shahid Khaqan Abbasi, and the then Leader of the Opposition in the National Assembly Syed Khursheed Shah – made the pick as required under Section 6 of the National Accountability Ordinance (NAO), but in reality, they were just figureheads in the process. The real selectors were Nawaz Sharif and Asif Ali Zardari, who at the time did not hold any government position. But because of their grip over their Pakistan Muslim League-Nawaz (PML-N) and Pakistan People’s Party (PPP) respectively, they had the final say in key decision making. Their concurrence without any hassle reflected the harmonious relations between the two leaders.Javed Iqbal became the NAB Chairman in October 2017, some two and a half months after Nawaz Sharif was disqualified as the prime minister by the Supreme Court on July 28 that year. Khursheed Shah and Abbasi had held at least four meetings and reached consensus on Javed Iqbal only after they were asked by their party bosses to opt for him.All these four selectors are facing or confronted with serious cases instituted by the NAB. The NAB detained three of them during investigations in charges against them. They obviously never thought of such fate and destiny while firming up their choice. However, Nawaz Sharif courted arrest after flying back home from London in mid-July 2018 after he had been convicted by an accountability court in a reference filed by the NAB.In his case, the NAB carried out no inquiry or investigations because it had been directed by the Supreme Court in its Panama judgment to submit three references against him in the court on the basis of the Joint Investigation Team (JIT) findings. The former prime minister was the first one sent to jail after having been sentenced in a NAB case. After sixty-seven days, he was bailed out, but was arrested on December 24, 2018 following his conviction in another NAB reference. Since then, he is in jail for this sentence.Zardari was the second in line to be arrested in June this year during NAB investigation in the alleged money laundering through fake bank accounts. In his case too, the NAB had to rely on a report prepared by the Federal Investigation Agency (FIA) on the orders of the apex court.A month later, the third person to be apprehended was Abbasi, who was also detained during NAB’s investigations in the LNG case. The inquiry has been going on for quite some time. Once, it had been closed by the Karachi chapter of the NAB, which was reopened. The last one grabbed by the NAB is Khursheed Shah, who was netted during the current month in an assets beyond means case. He has been accused of Rs500 billion corruption. However, commenting on the astronomical figure, he has stated that the NAB should keep all this wealth with it and just 15pc of it to him, and that the amount was even more than Pakistan’s budget.Whether the cases against these four prominent politicians have been instituted by the NAB on the basis of its own investigations or due to the directions of the Supreme Court, its prosecutors have the responsibility and onus of proving them in accountability courts first and then pursue them in superior courts. It is stated that Khursheed Shah was not in favour of naming Javed Iqbal as the NAB chairman for his own reasons but had been left with no choice but to consent to his nomination after Zardari had asked him to do so.Similarly, it is said that Nawaz Sharif had talked to Abbasi and recommended Javed Iqbal’s name by asking to consider him. Thus, in name only, Abbasi and Khursheed Shah had held the “consultations” and arrived at the consensus to nominate Javed Iqbal, but as a matter of fact they had just implemented the orders of Nawaz Sharif and Zardari. While being in NAB custody, Abbasi tendered an apology to the nation during his appearance before the accountability court for having recommended Javed Iqbal as NAB chairman. He said Javed Iqbal’s name had come from the PPP to which he had agreed.Under Section 6 of the NAO, there will be a NAB chairman to be appointed by the President in consultation with the leader of the House [prime minister] and Leader of the Opposition in the National Assembly for a non-extendable period of four years on such terms and conditions as may be determined by the President and will not be removed except on the grounds of removal of Supreme Court judge.A person will not be appointed as the NAB chairman unless he is a retired Chief Justice or a Supreme Court judge or a high court chief justice, or is a retired officer of the armed forces equivalent to the rank of a Lieutenant General; or is a retired federal government officer in basic pay scale 22 or equivalent.

Party alone entitled to keep CM even in prison: Murad

KARACHI: Chief Minister Syed Murad Ali Shah has said the party nominates a candidate for the chief minister and the provincial assembly elects him, and then it becomes the prerogative of the party and assembly to continue with the chief minister whether he is in the jail or anywhere else. This he said on Saturday while addressing a press conference here at CM House. To a question, the CM said the party and the provincial assembly are empowered to continue with their chief minister or ask him to quit if he is arrested. “I am surprised that some of media friends always talk about my [CM] arrest,” he said and asked why would he be arrested when he was cooperating with the NAB in its inquiry. Murad Ali Shah said NAB’s questionnaire was about the authority of giving power tariff. “It is my subject and I can write a thesis on it,” he said and added he had talked about the tariff in the last four CCI (Council of Common Interests) meetings. Why Asia has millions of stateless people

GUWAHATI: In India's northeastern Assam state, almost 2 million people are struggling to have their citizenship recognized, a German media outlet reported. After years of discussion and a highly controversial process, the state government published the National Register of Citizens (NRC) in August. The register lists officially recognised citizens out of the state's population of 31 million. Those not on the list are considered to be "illegal migrants."Any applicant unable to prove that they lived in the state before the March 24, 1971 deadline was considered to have "doubtful" status. The deadline refers to the day before the beginning of the 1971 war between Pakistan and India. As a result of the war, an estimated 10 million refugees from the newly formed Bangladesh fled to India. Some of their descendants still live there.Parallels between India and Myanmar Now many of Assam's 2 million "non-citizens" may be deported or held in detention centers. India's Minister of Home Affairs, Amit Shah, who visited Assam on September 8, announced, "The Bharatiya Janata Party government will pick up infiltrators one by one and throw them into the Bay of Bengal."Anuradha Sen Mookerjee, an Indian sociologist and former United Nations staff member, writes in The Conversation, a blog of various universities and research institutions: "It is very likely that the NRC process will cause great and long-lasting suffering associated with statelessness."The minister's rhetoric and Mookerjee's warning are a reminder of what is happening to the Rohingya people, who are officially called "Bengalis" in Myanmar to emphasise that the country considers them to be illegal immigrants from Bangladesh. The Rohingya are considered to be one of the most persecuted minority groups in the world, and they are de facto stateless. Experts and the UN agree that statelessness exacerbates their precarious situation.Since 2017, the Rohingya have been violently forced from their homes in Myanmar's Rakhine state in what the UN has referred to as "ethnic cleansing." The situation of the Rohingya and the threatened statelessness of almost 2 million people in Assam are a consequence of the eventful history of Asia in the 21st century and the restrictive civil rights in these countries. The roots of statelessness Before the arrival of European colonialists, the idea of a nation state with people living within clearly defined borders was unknown in Asia.Regional migrations were common, and there were fluid borders between the influential kingdoms and principalities. Although Europeans introduced the idea of the nation state, what are now independent Asian countries were almost all part of European colonial empires. Thus, India, Pakistan, Bangladesh and Myanmar (until 1937) belonged to British colonial India. There was migration within the British Empire as well, which was not regarded as emigration or immigration because it took place within British India. In fact, the British promoted migration as an important element of their divide-and–rule policy, and as a source of labour for big colonial projects. For example, the development of the Irrawaddy Delta, which made Burma (now Myanmar) a leading rice exporter, resulted from resettling workers from British India.Problems with citizenship and naturalisation laws After the end of the Second World War, and with the independence of India and Pakistan (East and West) in 1947, a period of migration began in Asia."The collapse of empires and the drawing of new borders produced countless refugees. They also produced a patchwork of minorities within the new borders," historian Sunil S. Amrith of Harvard University said. Exact figures are not available, but estimates suggest that 10 to 12 million people respectively emigrated to the other side after the partition of Pakistan and India.Arbitrary division of culturally and linguistically related regions throughout Asia also created multi-ethnic and multi-religious states. Between 1945 and 1950, the new states had to adopt new citizenship laws in the shortest possible time, and they adopted the laws of the colonial powers. This raised problems.First, since independence, most Asian states have a law of descent. Accordingly, a state granted citizenship only to children whose parents (or at least one parent) were citizens of that state. This leads to very long periods of recognition especially when, as in the case of Assam, the deadline lies in the past.Secondly, none of the countries in question offers simplified naturalisation. This means that refugees and stateless persons have no chance of changing their status for generations. Legal scholar Olivier Vonk recently wrote in his study Citizenship in Asia: "Asia is probably the only continent where citizenship is most jealously protected" as new nations want to secure their national identity.International law barely recognised Today, the demands of a modern bureaucracy still collide with historical realities. Many millions of people in South and Southeast Asia do not even have the documents necessary to prove citizenship. In colonial times and before that, there were often no birth certificates or these were lost as people fled. The poor and landless often find themselves stateless as land ownership remains the best way of proving. This very practical dimension is discussed far too little in India and Myanmar. The current political climate in Asia also contributes to millions of stateless people. Still, India, Bangladesh and Myanmar have not signed any of the three UN conventions on the protection of refugees or stateless persons.

PSPs from KP oppose proposed police reforms in Punjab

PESHAWAR: The officers of the Police Service of Pakistan (PSPs) from Khyber Pakhtunkhwa have joined hands with the cops from Punjab to oppose the proposed police reforms that, they believed, strengthen other cadres. The Pakistan Administrative Service (PAS) and the PSPs have once again locked horns recently, this time over the proposed police reforms in Punjab province. The PSP officers from KP have been openly criticising the proposed reforms on social media and in their formal and informal meetings for the last few days."We are planning to hold a meeting to convey that we will not accept these kinds of reforms. If they want to introduce reforms, the KP Police Act is an ideal law which was passed by the government of the Pakistan Tehreek-e-Insaf when it was ruling KP and which was a major slogan in the 2018 general elections," some PSPs told this scribe after an informal meeting.A large number of senior and junior police officers from Punjab recently threatened to resign over the proposed reforms, saying this is a deliberate effort by the senior PAS officers in Islamabad and Lahore to strengthen their deputy commissioners (DCs) and clip powers of the district police officer (DPO).On the other hand, a source said, the officers from the PAS are now calling the opposition from PSPs to the proposed reforms an attempt to avoid accountability and oversight mechanism on the force. The PAS officers are adamant to carry on with the proposed reforms, the source said, arguing the new system will help improve the performance of police at the police station level and will give relief to the public. The PSPs want to replicate the Khyber Pakhtunkhwa Police Act in Punjab and other provinces with external accountability by the elected bodies and other forums, instead of any accountability by another cadre. Under the act, the inspector general of police (IGP) has complete powers to transfer any of the police officers in the province, event to the rank of the additional inspector general.Similarly, the PSPs argue, the DPO is accountable to the Public Safety Commissions and Complaint Authorities at the provincial, regional and district levels. Most of these commissions and authorities, however, are yet to be formed for technical reasons. The commissions and the authorities will initiate an inquiry in their area of jurisdiction against a police officer and will take action under a mechanism. The PSPs argue that under the proposed system in Punjab, the PAS wants to strengthen DCs in the district with delegating more powers, including inspection of the police station after they have already been given judicial powers under 22A and 22B.The clash between the PAS and PSP for more powers is not new. The same had happened in Khyber Pakhtunkhwa for years with bureaucracy opposing several sections in the KP Police Act. The act, however, was passed and implemented by the previous provincial government of the Pakistan Tehreek-e-Insaf.

Locusts extensively damage crops in Umerkot as govt watches in silence

SUKKUR: Swarms of short-horned grasshoppers have played havoc with the vegetation and crops in Chhachhro and Umerkot’s arid and barrage areas, spreading gloom among the farmers.Extensive locust damage to crops has been reported from Ghulam Nabi Shah, Dhoronaro, Chhor, Dodhar, Parchi je Veri, Hasisar, Haveli, Danboro and a number of other areas but no proactive government action was seen to destroy the breeding locusts despite repeated warnings.According to Soofi Aslam, a local farmer, the average yield of cotton and chili had already dropped by 60 percent due to a variety of agricultural issues, while rest of the damage has been done by the swarms of locusts. He complained that the provincial government did nothing to prevent the locust attack. Other farmers said huge swarms of locust attacked the crops, they destroyed the entire crops and other vegetation in a matter of few hours.Jaggat Daan Charan, a resident of Chhor, said we finally received good rains after a lapse of three years and were hopeful it will lead to a good yield of crops but the extensive locust attack has shattered our dreams. On the other hand, provincial agriculture minister Ismail Rahoo met officials at Circuit House Umerkot who briefed him about the extent of the locust attack.Talking to media persons, he claimed the Sindh government directed extensive spray when locust swarms were detected in May 2019. The minister contested the farmer’s claims of extensive damage to crops, saying in the last five months there has been no major crop losses. He, however, said data of agricultural losses is being collected to compensate the growers.

Career counselling: Questions and answers

Q1: Respected Sir, I have recently done my FSc pre-engineering Part-1 with 90%. I really want to pursue my further education in business related profession. However, my parents don't want me to do that. I would appreciate if you give your suggestion on CA and its future prospects. Do you think I should do this? I'm not particularly interested in studying engineering. (Abid Mohsin - Mirpur, AJK)Ans: I see you have secured very high percentage in your intermediate first year. I'm very hopeful that you will do the same in your second year. This is why, I suggest you should consider science subjects as your first choice. So far as your interest in doing business is concerned, I don't see any harm in doing so and I tell you that there are a lot of options for you. Doing CA is another option but you must be very serious about assessing your interest and passion to become a professional accountant. It needs at least six to eight years following your FSc Pre-Engineering and appearing in several examinations in parts.Q2: I did BDS in 2012. I wish to do MPhil in Biochemistry now. Therefore, can you please guide me if I should go for it? Right now I'm working as a lecturer in a medical college (private). (Imran Jamil Subhani - Karachi)Ans: Dear Imran, BDS is a recognised degree. It gives you almost 18 years of academic qualifications and status. I'm sure a university in Karachi shall be able to help you in finding an MPhil that leads to research in Biochemistry. There are a lot of options and opportunities to do research in Dental Hygiene and understanding various aspects of research in Dental Biochemistry. I think it is a better option and you should go for it.Q3: I wanted to get your advice regarding degree options for my daughter. She has just completed Matric with computer. Now she is more interested in fashion or beautician courses. Whereas I'm insisting her to do computer science or business related degree. I will appreciate if you give us your expert opinion and guide us further.(Jamshed Hussain - Rawalpindi)Ans: I think there is no problem in fashion or beautician's courses if she is interested in pursuing these courses as all of these programmes/courses are now well-established areas and well in demand. However, I suggest a degree in Computing Science and she can also do a diploma in fashion or beautician if she has developed interest in this area. Later on, she can finally choose the career of her interest.Q4: Sir, I have done intermediate pre-engineering with 95 percent marks. I did my Matric with 90 percent marks. Can you please guide me which engineering field I should choose in future? (Kazim Baloch - Peshawar)Ans: I see you have secured good grades in your intermediate and it clearly shows you have a very strong grip in science related subjects. This is why, I think you can do any engineering degree which attracts you most. However, the most popular and in demand courses in Pakistan are Telecommunication, Biomedical Engineering, Manufacturing Engineering or Industrial Engineering. After completion of one of these degrees you can select a specialist degree of your choice. It will surely enhance your previous academic qualifications and develop your future prospects.(Syed Azhar Husnain Abidi is a renowned educationist in Pakistan, with more than 20 years of experience as provider of education counselling services. India responds to PM Imran’s UN speech

By Muhammad Saleh ZaafirNEW YORK/ISLAMABAD: Exercising its right to reply to Prime Minister Imran Khan’s speech at 74th Session of the United Nations General Assembly, India Saturday said Mr. Khan's threat of unleashing nuclear devastation "qualifies as brinkmanship not statesmanship"."Rarely has the General Assembly witnessed such misuse, rather abuse, of an opportunity to reflect. Invocation of phrases such as 'pogrom', 'bloodbath', 'racial superiority', 'pick up the gun' and 'fight to the end' reflect a medieval mindset and not a 21st century vision," said Vidisha Maitra, First Secretary, Indian External Affairs Ministry. Here's the text of her reply:“Mr. President, I take the floor to exercise India's right of reply to the statement made by the prime minister of Pakistan. Every word spoken from the podium of this august assembly, it is believed, carries the weight of history. Unfortunately, what we heard today from Prime Minister Imran Khan of Pakistan was a callous portrayal of the world in binary terms. Us vs Them; Rich vs Poor; North vs South; Developed Vs Developing; Muslims vs Others. A script that fosters divisiveness at the United Nations. Attempts to sharpen differences and stir up hatred, are simply put - “hate speech”.Prime Minister Imran Khan's threat of unleashing nuclear devastation, qualifies as brinksmanship, not statesmanship. Even coming from the leader of a country that has monopolized the entire value chain of the industry of terrorism, Prime Minister Khan's justification of terrorism was brazen and incendiary. For someone who was once a cricketer, and believed in the gentleman's game, today's speech bordered on crudeness of a variety reminiscent of the guns of Darra Adam Khel.Mr. President, now that Prime Minister Imran Khan has invited UN observers to Pakistan, to verify that there are no militant organisations in Pakistan, the world will hold him to that promise. Here are a few questions that Pakistan can respond to as a precursor to the proposed verification:1. Can Pakistan confirm the fact that it is home to 130 UN designated terrorists and 25 terrorist entities listed by the UN as of today. 2. Will Pakistan acknowledge that it is the only government in the world that provides pension to an individual listed in the Al Qaeda and Daesh sanctions list. 3. Can Pakistan explain why here in New York, its premier bank had to shut shop after it was fined millions of dollars over terror financing? 4. Will Pakistan deny that the Financial Action Task Force (FATF) has put the country on notice for its violation of 20 of the 27 key parameters? 5. And finally, would Prime Minister Khan deny to the city of New York that he was an open defender of Osama bin Laden?Mr. President, having mainstreamed terrorism and hate speech, Pakistan is trying to play its wild card as the newfound champion of human rights. This is a country that has shrunk the size of its minority community from 23% in 1947, to 3% today, and has subjected Christians, Sikhs, Ahmadis, Hindus, Shias, Pashtuns, Sindhis, and Baloch, to draconian blasphemy laws, systemic persecution, blatant abuse and forced conversions.Pogroms, Prime Minister Imran Khan Niazi, are not a phenomenon of today's vibrant democracies. We would request you to refresh your rather sketchy understanding of history. Do not forget the gruesome genocide perpetrated by Pakistan against its own people in 1971, and the role played by Lieutenant General AAK Niazi - a sordid fact that the honourable Prime Minister of Bangladesh reminded this assembly about earlier this afternoon.

Scientists discover worm having three sexes and pouch like a kangaroo’s

NEW YORK: There's a new species of worm, and this one has three different sexes, can survive 500 times the dose of arsenic it would take to kill a human and keeps its young in a pouch, not unlike a kangaroo.Researchers think humans might have something to learn from the worm's resilience.Caltech researchers discovered eight species of worms that live in the arsenic-rich Mono Lake in California. The team published its findings Thursday in the journal Current Biology.Mono Lake is three times saltier than the Pacific Ocean -- so salty, researchers said, that only two other species were ever known to live in it: brine shrimp and diving flies. That's before they found the worms. All eight of the worms are unique -- some are predators, some are parasites. Others nosh on microbes in the lake. But they're all extremophiles -- organisms that thrive in severe conditions that most species couldn't survive in.The California lake is just one of several extreme locales where researchers have spotted nematodes, the phylum all eight worm species belong to. They survive in the bottom of the ocean, the Antarctic tundra and even under the Earth's surface.Nematodes, the researchers posited, might be genetically predisposed to thrive in extreme conditions. Learning more about the factors that keep them alive in harsh environments could lead to a breakthrough in human health, researchers said.Arsenic, a toxin that occurs naturally in the Earth's crust, seeps into water sources worldwide and can poison those who drink it when levels are high. So understanding the biology behind these steely worms could help researchers understand how toxins affect the human body, co-author James Siho Lee said in a statement."The next innovation for biotechnology could be out there in the wild," he said. "We have to protect and responsibly utilise wildlife."

If it deteriorates further, Kashmir situation may spiral out of Trump and my control: Imran

NEW YORK: Prime Minister Imran Khan has said President Donald Trump headed the most powerful country in the world, and he was in the best position to do something about the issue of Kashmir. In an interview with American television network CNN, he said: “[Indian premier Narendra] Modi does not want international mediation as he knows the moment this issue becomes internationalised, the world will understand that Kashmiris are fighting for their right to self-determination and are being subjected to the worst human rights abuses by Indian forces.”Imran Khan warned that if Kashmir situation further worsens, it would remain neither in his nor in President Trump’s control. The PM urged the international community to move on this issue as it was a flashpoint between two nuclear-armed countries. “If it was something localised, the world would not have been pushed about it,” he stressed. In response to a question regarding Iran-US tensions, PM Imran said Pakistan does not want conflict near its borders. Conflict in the Persian Gulf could lead to an increase in global oil prices and a host of other issues, he noted. “To be fair with President Trump, all his instincts are against war. I also spoke to President Rouhani of Iran and let’s see where the situation leads,” he shared. The world needed to understand the gravity of the human rights situation in Indian-occupied Kashmir and pressure India to lift the military curfew in the held Valley, Imran Khan said.He talked at length about the issues discussed in his address to the United Nations on Friday. Highlighting the situation of occupied Kashmir, the premier said that the enormity of the situation could be gauged from the presence of nine hundred thousand Indian troops in the occupied territory.Ruling out a meeting with his Indian counterpart Narendra Modi, PM Imran noted that besieging Kashmiris for over 50 days was a testament to the hateful mindset of the Indian leader.Imran said Modi represented the Rashtriya Swayamsevak Sangh (RSS), that was established in 1925 after being inspired by Hitler and Nazism.“RSS believes in ethnic cleansing of Muslims in India. This ideology of racial superiority is also responsible for the assassination of Mahatma Gandhi, who was considered soft on Muslims,” PM Imran said, referencing the slain Indian independence leader.Meanwhile, Prime Minister Imran Khan Saturday met UN Secretary General Antonio Guterres in New York and commended him for his clear articulation of the UN position on Kashmir dispute.Guterres during the meeting with PM Imran reiterated his deep concern over the human rights and humanitarian situation in Indian occupied Kashmir.Guterres reaffirmed that he would remain engaged on the issue and conveyed that his offer to help facilitate a peaceful solution continued to stand.Commending the secretary general for his clear articulation of the UN position on Kashmir dispute the prime minister briefed him on the 54 days long siege of over eight million Kashmiris amidst communications blackout. Such draconian lockdown had no parallel in recent history and the need for its immediate lifting could not be stressed enough. The prime minister reiterated Pakistan’s rejection of Indian illegal and unilateral actions of August 5 as these were in clear violation of UN Security Council resolutions.Noting that the UN High Commissioner for Human Rights had comprehensively documented the previous gross human rights violations by India in Kashmir PM Imran underlined that India’s recent actions represented a new chapter of intensified human rights abuses. The prime minister highlighted the risks to regional peace and security that arose from India’s illegal and irresponsible actions underscoring the responsibility of the UN and international community to take urgent steps to save lives and help resolve the long standing Kashmir dispute.

LAHORE: Pakistan Muslim League-Nawaz (PML-N) Secretary General and former interior minister Ahsan Iqbal, commenting on Prime Minister Imran Khan’s address to the United Nation General Assembly, has said he has an earlier record of doing splendid speeches and later he also took U-turns.Talking to the media before the appearance of Rana Sanaullah in an anti-narcotics court, he said it is welcoming to highlight the Kashmir issue at the United Nation General Assembly (UNGA), adding that it needs tough diplomacy. He said that for the resolution of the Kashmir issue, the prime minister didn’t visit any single country, adding that one would have to see the outcome of his speech. If the government takes a solid step on the Kashmir issue, his party will support it while it will not allow PM Imran Khan any U-turn on the issue. He said the government is committing the worst political victimization, adding that “we have to think which kind of country we will hand over to our next generation”.
