Deadline set: Golen Valley residents seek restoration of irrigation system

CHITRAL: Setting a three-day deadline to the provincial government, the residents of Golen valley said they would take to the streets if the government did not restore the irrigation system in Mori Payan.Speaking at a press conference here on Sunday, councillor Rehmat Wazir Khan, Muhammad Nabi Khan, Qadardan Shah, Rehmat Nadir, Gul Haider and others lamented that despite the lapse of 21 days the government had not yet restored the irrigation pipeline washed away in the recent flash floods in Mori Payan in Golen Valley.They said the standing crops of maize and fruit orchards were also destroyed by the floods.They said they were unable to irrigate the crops due to the broken water supply lines meant for irrigation purposes, adding they were also facing acute shortage of drinking water.“The authorities of the Irrigation Department should repair the damaged pipeline,” Rehmat Wazir said.He asked Chief Minister Mahmood Khan to direct the authorities concerned to restore the irrigation system in the valley at the earliest.Lashing out at the lawmakers and representatives of local bodies, the residents said they had miserably failed to help the affectees, adding, “They should tender resignation and we don’t need their representation as they have failed to come to our rescue and help in this crisis.”

KP CM seeks completion of Swat Motorway’s Phase-II design

PESHAWAR: Chief Minister Mahmood Khan has directed the relevant officials to complete the design of Swat Motorway’s phase-II within one month and said that Swat University would be connected with the motorway through link roads to facilitate the students.Chairing a meeting on Swat Motorway’s phase-II, he said that link roads would be used to connect villages with the motorway to provide them access to major routes in a bid to boost the local economy.The minister C&W and officials of various departments attended the meeting.The chief minister added that two kilometres long link road would be constructed to connect Malam Jabba with the motorway through Charbagh Interchange.With regard to promoting tourism, Swat motorway is expected to provide easy access to tourist spots and help generate revenue through promoting trade.The chief minister was briefed on the scope and design of the Phase-II of Swat Motorway. He was informed that arrangements would be made for protection of the motorway from floods through protection walls.The total length of the first ever provincially constructed motorway is 164km, out of which 82km distance is from Karnal Sher Khan Interchange up to Chakdara and the 82km from Chakdara to Bagh Dheri.The chief minister said the government was working on the construction of Peshawar-Dera Ismail Khan Motorway that would connect the merged districts with major markets.

Construction material for plazas dumped on main road in Peshawar

PESHAWAR: The writ of the government is invisible in Gulberg locality of the provincial capital where half of the main road has been occupied by motorcycle workshops and the remaining by encroachers. Residents have many complaints regarding the situation in Gulberg, once a preferred neighbourhood due to its central location near both Peshawar cantonment and city.Gulberg was a residential locality until recently but due to the absence of any check from the administration and lack of interest on the part of the city’s civic bodies, it has been turned into a commercial area with high-rise buildings.Not only buildings have been erected without following the building code but those constructing plazas dump construction material on the main road.At some places, pedestrians find it difficult to walk on the footpath where the construction material has been piled up.The misuse of the road is causing hardships to the residents, mostly business or salaried class people who are paying taxes and other utility bills without even getting the basic facilities.The only road leading to Gulberg was repaired a couple of years ago at a cost of millions of rupees but it has developed potholes and cracks due to the neglect by civic bodies and administration,. There is no check on erecting illegal speed-breakers on the road despite the government claims of not allowing these bumps. A visiting to the locality can make one understand that the government’s writ is in Gulberg is invisible.One can ask whether officials of the relevant town, district administration or civic bodies visit Gulberg or take interest in curbing illegal activities. If they had done so, some of the problems facing residents would have been resolved.Despite being illegal and violation of rules, dumping of construction material on the road has become a routine practice. The debris of demolished houses can also be seen dumped on the road.The performance of district and provincial government can be gauged from the encroachments on the Gulberg Road located adjacent to the Peshawar Cantonment. Right from railway crossing near the West Cantonment Police Station to Izzat Khan Chowk, the road has been encroached upon.Besides, a dozen private schools have been opened there, making it difficult for motorists and pedestrians to pass, especially in the morning and afternoon when schools are open.The residents hope the administration would at least stop the people from dumping construction material on the road if it cannot remove the encroachments.

Work on gas supply to Mansehra towns inaugurated

MANSEHRA: Member National Assembly (MNA) Saleh Mohammad Khan on Sunday inaugurated the work on natural gas supply project to Shinkiari and Dodial towns in the district.“I had got the approval of the natural gas supply project from the then prime minister Nawaz Sharif as an MPA in the previous government and now got sanctioned an amount of Rs1.6 billion from the Pakistan Tehreek-e-Insaf federal government to execute this mega project,” the lawmaker told the inaugural ceremony held in Dodial.He said that pipelines would be laid within the next two to three months and gas supply to households and commercial consumers would start.The legislator said the government had also sanctioned electricity supply schemes for the far-off areas in his constituency and rest of the district.“Chief Minister Mahmood Khan has been taking interest in the water supply to Mansehra city and its suburbs and has signed a memorandum of understanding with Saudi Arabia government,” the MNA said.

AIOU sets up Model Study Centre at Kharan

aIslamabad: Allama Iqbal Open University (AIOU) has set up a Model Study Centre at Kharan, Balochistan, in a house donated by the Chief Justice of Federal Shariat Court (FSC), Justice Muhammad Noor Meskanzi.The study centre was formally inaugurated by the Vice Chancellor Professor Dr. Zia-Ul-Qayyum who was currently on a tour in Baluchistan to explore further avenues of enhancing educational facilities in the province.The Chief Justice and the University’s Director Regional Services Inamullah Sheikh were also present on the occasion, besides local community’s leaders and senior officials.The study centre will temporally work in the donated house. Later, Chief Justice announced on the occasion that he will identify a piece of land for a permanent arrangement.He lauded the AIOU for its leading role in the educational sector. The study centre is a part of the University’s renewed efforts to upgrade the educational facilities in the country’s far-flung areas. The staff at the centre will guide and help the students in their academic pursuits.The number of regional offices and the study centres are being increased for the bringing the education at the people’s door-step.The vice chancellor assured that the local University’s offices will be empowered to provide best possible services to the students. The poor-students will be facilitated in fee concession through its various students’ support schemes, he added.Meanwhile, the Vice Chancellor, Prof. Dr. Zia-Ul-Qayyum met Governor Balochistan Justice (r) Amanullah Khan Yasinzai in Quetta and discussed with him proposals of upgrading the University’s educational facilities in the province.He briefed him about the University’s plan to expand the educational network in Baluchistan. He told him that the university was providing free Matric-level education to the students from Baluchistan, besides other financial support for the poor people under its scholarships' schemes.The Governor lauded the services of the AIOU in the educational sector, and the new initiatives it has taken in upgrading the facilities, especially for the people of less-developed regions. He appreciated the Vice Chancellor for his personal efforts in ensuring access of quality education to all segments of society, through the distance learning system.The governor assured his support in carrying out the university’s development activities, particularly for the people of Balochistan.

Flooded stream in Torghar inundates vast area

MANSEHRA: A house collapsed, water and sewerage lines and roads were destroyed when water from a flooded stream inundated a widespread area of Torghar district in wee hours of Sunday.“A vast area was flooded when a stream burst its banks, which adversely affected the local population as water channels, sewerage lines and a house were destroyed,” Dilroz Khan, the district nazim, told reporters.He said that people in Jarakot, Mera Madakhel and adjoining villages were affected and spent the night in the open spaces because of flood in the local stream.“We have to restore the destroyed infrastructure and roads as early as possible so that marooned population could be linked with rest of district,” said Dilroz Khan.The district nazim said that a portion of a road was also swept away by the floodwater and government would restore it soon. He said that the main Judbah-Thakot road had been also affected because of recent rains in the district.“We have adopted precautionary measures by relocating the residents living near the bank of the Indus River,” said Dilroz Khan.Meanwhile, The Swat district administration notified the contact numbers of the Control Room enabling the citizens to inform the officials in case of emergency during monsoon raining in the district.The people were advised to contact the Control Room at 0946-9240341 (day time) while 0946-9240337 (night). Dir Police claim arresting five robbers

DIR: The Upper Dir police on Sunday claimed to have busted a five-member gang of robbers who had looted the passengers going to Chitral two days ago.District Police Officer (DPO) Mian Naseeb Jan told reporters that he was informed that a Chitral-bound coach was stopped at Unkaar locality in Upper Dir district on the main Dir-Peshawar road and the passengers were robbed at gunpoint. He said that he had directed the relevant police station officials to arrest the robbers. The official said an investigation team headed by sub-divisional police officer Wari Zafar Khan was formed to investigate the crime.The DPO said that the police busted the gang and recovered the cash, cellphones, CNICs, service cards and other valuables from the accused. He said weapons and the non-customs paid vehicle used in the robbery were seized.

Two ambulance drivers injured in Peshawar firing

PESHAWAR: Two ambulance drivers were wounded in firing near the Edhi Centre in the city on Sunday. It was learnt that two ambulance drivers Abbas Ali and Gul Afzal sustained injuries when unidentified people opened fire near the Edhi Centre in the city. The wounded were taken to hospital. Police said the incident was being investigated.

Bodies of two POs found in DI Khan

DERA ISMAIL KHAN: The police on Sunday found bodies of two wanted outlaws near Makanr drain in the limits of Parova Police Station.Police sources said that unidentified persons had shot dead Rahmanullah and Jamil Khan, residents of Lakki Marwat, and dumped the bullet-riddled bodies near Makar drain.They said the slain persons were bothers and wanted by the Lakki Marwat police. They were hiding in the jurisdiction of Parova police after the Lakki Marwat police declared them proclaimed offenders. The police started an investigation.

Hospitals put on high alert in Mingora, flood relief funds set up

MINGORA: Commissioner Malakand Riaz Khan Mehsud on Sunday said that control rooms had been established at all districts in the division to monitor the flood situation and rescue activities in case of flash floods.He was speaking at the joint meeting of rescue and relief officials in Saidu Sharif in Swat.The Malakand commissioner said that monsoon flood relief funds had established at every district with the provision of Rs20 million each whereas an additional amount of Rs50 million for each district had also been demanded from the provincial government.He said he had chalked out a comprehensive plan with the active involvement of the security forces and district administration.Later, briefing reporters on the measures taken by the commissioner’s office, Riaz Mehsud said that the divisional and districts administrations have cancelled the leave of the officials of the government departments.He said the hospitals had been put on high alert.To report the flash floods, cloudburst or any human loss, the commissioner shared the telephone number of the deputy commissioners and said he would also be available on phone round the clock.Riaz Mehsud said the provincial government would issue Rs500 million to each district of the Malakand division in connection with monsoon flood relief funds.He said heavy machinery had also been provided to every district for handling any untoward situation during the flash floods.Earlier, Riaz Mehsud visited the Flood Control Room established at the Swat Deputy Commissioner’s Office in Saidu Sharif.The acting Deputy Commissioner Swat Mohammed Fawad Khan briefed him on the facilities and arrangements being made at the control room.He was told that the control room had been equipped with the WiFi and the Internet.

Heroin smuggling bid foiled

PESHAWAR: Police on Sunday foiled a bid to smuggle six kilograms of heroin and arrested an alleged smuggler, an official said. The official said that acting on a tip-off the local police stopped a car on the Ring Road near Gulbahar and recovered six kg of heroin from it.The driver of the car Wajid hailing from Jamrud was arrested and a case registered against him.

District committees on Status of Women yet to be notified in KP after 10 years

PESHAWAR: Even after 10 years, the Social Welfare Department and Khyber Pakhtunkhwa Commission on the Status of Women have not notified the District Committees on the Status of Women (DCSWs).The KP Commission on Status of Women (KPCSW) was formed in 2009 through an act of law to promote women’s rights and check discrimination against them.In December 2017, the then chief minister Pervez Khattak announced a plan to take the commission to the district level and implement the KP Commission on Status of Women Act, 2010 about the formation of DCSWs. After the announcement, 11 DCSWs were formed in various districts of the province.Civil society members, women, lawyers, doctors, journalists and representatives of religious minorities are part of the district committees.Interestingly, without any notification by the government, the then KPCSW chairperson Neelam Toru used DCSWs and assigned them duties.Though these panels were considered to be an effective means to check gender-based violence and address other women’s issues, both the past and present governments failed to notify them much to the disappointment of the women rights activists.The commission, without the DCSWs, is incomplete and faces criticism.The DCSWs can play a key role in discouraging honour killings, domestic violence against women, forced marriages of minor girls and other women related issues.Some of the district social welfare officers have forwarded the names of chairpersons and members of the committee for DCSWs to the KPCSW Secretariat but received no response to date.An official of the Social Welfare Department told The News that furniture had been delivered to the Social Welfare Department across the province for the offices of the District Committees on the Status of Women but ironically those bodies hadn’t been formed so far.Taimur Kamal, a rights activists, hoped the proposed panels of DCSWs would help address the women’s complaints about inheritance, domestic violence and workplace harassment, besides ensuring psychological and social support.He said the DCSWs were bound by the law to refer the women’s cases to the relevant departments and authorities for prompt action.The rights activist believed that if the KPCSW became functional at the district level, the incidents of gender-based violence, honour killings and issues of inheritance and marriage dissolution would decline drastically.Sources said that some officials in the Social Welfare Department and KPCSW were trying to replace some chairpersons of the DCSWs with own favourites as they would be notified in grade-17 and would get benefits as government servants.In the proposed law for KP Domestic Violence against Women, a key role was given to the chairpersons of the DCSWs.Interestingly some of the lawmakers recently replaced them with the district social welfare officers in the proposed amendments to the draft law to be tabled in KP Assembly for approval.
