Privilege motion: KP lawmakers angry at police for sending SP Traffic to session

PESHAWAR: The Superintendent of Police (SP) Traffic was sent out of the Khyber Pakhtunkhwa Assembly on Monday to show anger at the department for not sending a senior officer to the session.Speaker Mushtaq Ghani ordered sergeant-at-arm to take the SP Traffic Amir Muhammad out of gallery with dignity when the House was debating the privilege motion by Pakistan Tehreek-e-Insaf (PTI) lawmaker Taj Muhammad.The lawmaker had submitted the privilege motion, saying a senior police officer had refused to meet him when he visited his office. "I do not know what a traffic police officer has to do with the assembly session as I had ruled that officer of any government department below the rank of additional secretary or additional inspector general shall not come to the assembly session," said the speaker. Mushtaq Ghani said he would ban the entry of the department concerned into the assembly if it sent any officer below the rank of additional secretary or additional inspector general to the session.He ruled the Inspector General of Police (IGP) shall send a senior officer to the session and also directed the secretary to ensure the IGP attended the assembly session at any appropriate time. The speaker said law and order situation was on the agenda of session so a senior officer should be present in the House. In his motion, Taj Muhammad hailing from Battagram said he went twice to the office of AIG Establishment Sadiq Baloch for taking up the issue of inclusion of Battagram and some other areas in the age relaxation for recruitment in police but the officer in question did not meet him and asked his personal assistant to discuss the matter with him.The mover said he also submitted an application but no action was taken. He said he again tried to meet the AIG but he refused to meet him. The lawmaker said being an elected public representative, the police officer's refusal to meet him was an insult and the matter should be sent to the privilege committee. Other members, including Inayatullah Khan, Nighat Orakzai, Khushdil Khan, Sardar Aurangzeb Nalotha and Sardar Ranjeet Singh supported the motion and said the government officers were not cooperative.They said there was no implementation of the speaker's ruling that senior officers should attend the session. They demanded the motion should be referred to the privilege committee. Minister for Mines and Minerals Dr Amjad Ali also backed the demand, saying the members enjoyed respect for being public representatives and the matter should be sent to the committee. The speaker referred the matter to the privilege committee and the assembly secretary was asked to call the IGP at any appropriate time.After the break, Deputy Inspector General of Police (DIG) Ishtiaq Marwat and DIG Idrees Khan arrived at the session. Taking part in the debate on poor law and order in the province, opposition leader Akram Khan Durrani, Sardar Hussain Babak of Awami National Party, Ahmad Karim Kundi and Sher Azam Wazir of Pakistan People's Party expressed concern over rise in crimes like extortion, kidnapping for ransom and activities of banned organisations.Though they lauded the sacrifices of police force during the war on terror, they said bomb blasts had decreased but other crimes could not be controlled. They raised questions about the fate of the Khassadars and Levies force personnel. The opposition members also sought explanation over the alleged tug-of-war between the chief minister and governor over exercising powers in the tribal districts.However, Minister for Law Sultan Muhammad and PTI's Babar Salim Swati assured the House that the situation was under control. He clarified the chief minister was the chief executive of the province and merged districts were now part of the province. The minister said the governor can't issue any administrative or executive order, adding that presiding the meeting of apex committee, a consultative body, was not a big issue. The debate was going on when the speaker adjourned the session for Tuesday (today).
